Supporting Stronger Early Childhood Systems in Arkansas

Across Arkansas, there is a shared commitment to supporting young children, families, and the educators who serve them. As this work continues to grow, one question often comes up: what is a Local Lead?

At its core, a Local Lead helps early childhood systems work more smoothly and more connected for children and families. Through the Arkansas LEARNS Act, this role was created to strengthen connections between schools, childcare providers, community organizations, and state partners—building on the strong work that has been happening in communities for years.

Rather than working on the outside, Local Leads step into the middle of the work, helping bring people and resources together so families do not have to navigate everything on their own.

This matters because the early years are incredibly important. Ninety percent of brain development happens before the age of five. These early experiences shape how children learn, communicate, and build relationships. Every interaction, every classroom, and every caregiver plays a role in that foundation.

Across communities, there are so many examples of incredible work already happening in early childhood. At the same time, there are opportunities to strengthen connections, increase access, and ensure that families and providers feel fully supported. Local Leads help bring those pieces together.

On any given day, this work might look like partnering with a school district, supporting a childcare provider, offering professional development, conducting CLASS observations, or connecting families with resources. While the work varies, the focus remains the same: alignment, access, and trust.

At the heart of it all is a deep respect for early childhood educators. Their work goes far beyond care. They are shaping how children think, feel, and learn, laying the foundation for everything that comes next.

A Local Lead serves as a connector and collaborator, helping strengthen what is already working and supporting what comes next. Because when early childhood systems are connected and supported, children benefit in lasting ways.
